Test reports
The Batteries Regulation (EU) 2023/1542 mandates that batteries meet certain safety, contents, performance, and functionality criteria. These can, in many cases, be met by ensuring that batteries are designed to comply with applicable harmonised standards.

Substance restrictions
Batteries sold in the EU are also subject to substance restrictions.
Why are battery test reports necessary?
Battery testing is necessary to verify compliance with applicable standards and substance restrictions, which in turn can demonstrate that a particular battery meets the requirements set by the regulation.
A battery test report documents the specific tests and the results, which serve as proof of technical compliance.
Are test reports mandatory?
Yes, test reports are not merely a “nice to have” but are explicitly required. For starters, test reports must be included in the technical documentation mandated by the Batteries Regulation (EU) 2023/1542.
Results of test reports shall also be included in the digital battery passport.
EU declaration of conformity
The company, defined as the manufacturer, must issue an EU Declaration of Conformity. The required information can be found in the table below.

Technical documentation
The manufacturer must also create technical documentation. The exact files that must be included in the technical documentation depend on the applicable conformity assessment process, which in turn depends on the battery type.

Battery Instructions
The EU Batteries Regulation (EU) 2023/1542 requires that batteries be accompanied by instructions and safety information. Some battery types are also subject to specific requirements concerning instructions.
