Children’s Product Registration Cards

Manufacturers and importers selling children’s furniture, strollers, baby carriers, and many other products must provide a registration card, provide online registration options, and retain records.

In addition, the registration must be postage-paid, which means that mailing costs must be covered for your consumers in advance.

This requires certain preparations, which can be a bit complicated when working with contract manufacturers.

Which products require a registration card?

Children’s products defined as durable infant and toddler products require a registration card. The full list can be found in 15 CFR Part 1130:

  • Full-size cribs and non-full-size cribs
  • Toddler beds
  • High chairs, booster seats, and hook-on chairs
  • Bath seats
  • Gates and other enclosures for confining a child
  • Play yards
  • Stationary activity centers
  • Infant carrier*
  • Strollers
  • Walkers
  • Swings
  • Bassinets and cradles, including bedside sleepers and infant sleep products
  • Children’s folding chairs and children’s folding stools
  • Baby changing products
  • Infant bouncers
  • Infant bathtubs
  • Bed rails
  • Crib mattresses
  • Nursing pillows
  • Infant support cushions

*including soft infant and toddler carriers, hand-held infant carriers, sling carriers, and frame child carriers

Who is responsible for sending the registration card?

Part 1130 states that the manufacturer is responsible for providing a registration card (sometimes called a registration form) to consumers. The definition of a manufacturer further clarifies that this term refers to:

a. Domestic manufacturers in the United States

b. Importers of products made outside the United States

As such, importers should not rely on their foreign suppliers to provide registration forms or cards.

Where should the registration card be placed?

A registration card must be affixed to the surface of the product in a position that makes it clearly noticeable to the consumer.

In practice, this generally means that registration cards must be affixed during production rather than sent separately to individual consumers.

The following template shows the front (left) and the back (right) of the card. Note that the card must be perforated.

The registration card must comply with the format and layout requirements set out in Part 1130. The table below provides guidance on how you can fill this in.

Note that the information provided should generally match what is specified in the test report, CPC and tracking label.

Website or email registration

In addition to the printed form, you must also give your customers the option to register via an online form on your website or via email.

This information should be provided on the card.

Maintain record

The company, defined as the manufacturer, must maintain a record based on information submitted via registration cards. The customer’s information and the product information (product name, model and batch) must be recorded.

This information must be used to notify consumers in the case of a recall, be it voluntary or involuntary.

How to deliver product registration cards

Companies importing products face the following challenges in relation to registration cards:

a. They need to have their products printed and affix the registration cards

b. The registration card must be postage-paid

This requires certain preparations, which I describe below.

Step 1: Postage-paid registration

Registration cards must be postage-paid. This means that consumers in the US can return the registration card to the specified US address free of charge.

This can only be done if you first register with the United States Postal Service (USPS).

Step 2: Design the registration card

You need to provide a ready-made file that contains all the required information and has the correct layout. Here are some common file formats:

  • PDF
  • AI
  • EPS

You must also specify the size.

You should never rely on your supplier to design the registration card. The vast majority of overseas manufacturers have no idea how to correctly design a registration card compliant with the requirements in Part 1130.

Further, technical errors can cause issues related to the text, font, and size, which have to be caught early.

Correcting mistakes related to registration cards after shipment can be very costly.

Step 3: Submit to your supplier

Once you have prepared a file, you can submit it to your supplier. You must also clearly instruct on how to affix the registration card and the exact placement.

You must always provide crystal clear instructions to your suppliers, especially when manufacturing overseas.

Step 4: Check registration cards pre-shipment

I also strongly recommend that you carry out inspections before importing goods into the United States to check the following:

✅ Is the registration card text and layout correct?

✅ Is the registration card size correct?

✅ Is the font and size correct?

✅ Is the paper thickness correct?

✅ Is the card perforated correctly?

✅ Is the registration card affixed correctly to the product?

FAQ

Do we need a US address on the registration card?

Yes, you need to provide a mailing address in the United States. You cannot request cards to be sent to a foreign country.

Can we provide an online registration form instead of a printed card?

While you are required to provide registration via a website form or email, this is not a replacement for the printed card. You must still provide a printed form affixed to the product.

How can we supply a registration card if we import products from China or other countries?

You will need to first register with the United States Postal Service (USPS) and then prepare a registration form for your supplier in China to print and attach the product.

Note that the specified mailing address must be in the US, not in China or any other country.

Is there a specific size and formatting requirement for registration cards?

Yes, each of the two sides of the registration card must meet the following minimum requirements:

The following requirements apply to the text:

  • Bold black typeface
  • Purpose statement (text size): Minimum 0.12 inches / 3.0 mm
  • Other information (text size): 0.10 inches / 2.5 mm
  • Title: All capital letters
  • Retention statement: All capital letters
  • Other information: Capital and lowercase type

Are product registration cards mandatory?

Yes, product registration cards are required for children’s products defined by durable infant and toddler products under Part 1130.

Do all products require a registration card?

No, registration cards are not required for all children’s products (only those listed under Part 1130).

Are registration cards required when selling on Amazon?

Yes, Amazon sellers are required to comply with all applicable US federal and state regulations for their products.

If you are selling products defined as durable infant and toddler products via Amazon then you must provide a registration card.

Can our supplier print the registration card?

Yes, most suppliers can print and affix the registration card. That said, you should provide a ready-made file to your supplier and ensure that everything is set up for postage-paid mail delivery.

Do we need to provide the registration card with the product?

Yes, and not only with the product but also affixed to the product.

Can we send the registration card separately?

No, it is clearly written in Part 1130 that the registration card must be “attached to the surface of each durable infant or toddler product”.

Do non-US companies need to provide a registration card?

Yes, non-US companies using US subsidiaries to import goods into the country are subject to the same requirements as all other businesses.

For example, a Chinese or European company selling covered products in the US must still provide a registration card.
