Ensuring compliance with the EU Batteries Regulation (EU) 2023/1542 involves various documents. This guide serves as an introduction to several key documents and their role in the compliance process for batteries sold in the European Union.
- Test reports are required to verify compliance
- The manufacturer must create an EU declaration of conformity
- The manufacturer must create technical documentation
- Instructions are required for batteries

Test reports
The Batteries Regulation (EU) 2023/1542 mandates that batteries meet certain safety, contents, performance, and functionality criteria. These can, in many cases, be met by ensuring that batteries are designed to comply with applicable harmonised standards.
Examples
Here are examples of some battery standards that will likely be harmonised under the EU Batteries Regulation (EU) 2023/1542:
IEC 60086-1:2025 – Primary batteries – Part 1: General
EN 50762-1:2026 – Secondary batteries for light means of transport – Part 1
EN 50762-2 – Secondary batteries for light means of transport – Part 1
Substance restrictions
Batteries sold in the EU are also subject to substance restrictions.
Why are battery test reports necessary?
Battery testing is necessary to verify compliance with applicable standards and substance restrictions, which in turn can demonstrate that a particular battery meets the requirements set by the regulation.
A battery test report documents the specific tests and the results, which serve as proof of technical compliance.
Are test reports mandatory?
Yes, test reports are not merely a “nice to have” but are explicitly required. For starters, test reports must be included in the technical documentation mandated by the Batteries Regulation (EU) 2023/1542.
Results of test reports shall also be included in the digital battery passport.
EU declaration of conformity
The company, defined as the manufacturer, must issue an EU Declaration of Conformity. The required information can be found in the table below.
| Item | Example / Information |
| EU DECLARATION OF CONFORMITY No* …
* (identification number of the declaration) |
EU DECLARATION OF CONFORMITY No 012 |
| 1. Battery model (product, category, and batch or serial number): | Lithium Battery Pack X2 5000mAh
Batch: 08-2027 |
| 2. Name and address of the manufacturer and, where applicable, its authorised representative: | Advanced Battery Solutions AB
Blasieholmsgatan 4A, 111 48 Stockholm Note: You may be required to include the company name and address of the EU AR if you are a non-EU manufacturer issuing the DoC. |
| 3. This declaration of conformity is issued under the sole responsibility of the manufacturer. | Statement |
| 4. Object of the declaration (description of the battery and identification allowing traceability, and which may, where appropriate, include an image of the battery): | Include additional traceability information and an image of the battery unit |
| 5. The object of the declaration described in point 4 is in conformity with the relevant Union harmonisation legislation: … (reference to the other Union acts applied). | Regulation (EU) 2023/1542
Note: Devices incorporating batteries can also be subject to various other regulations and directives. These can be listed here as well (i.e., RED, EMCD, LVD and RoHS Directive). |
| 6. References to the relevant harmonised standards or the common specifications used or references to the other technical specifications in relation to which conformity is declared: | IEC 60086-1:2025 – Primary batteries – Part 1: General |
| 7. The notified body … (name, address, number) … performed … (description of intervention) … and issued the certificate(s): … (details, including its date, and, where appropriate, information on the duration of and conditions for its validity). | This section is required if your battery type is subject to a conformity assessment process which requires a notified body |
| 8. Additional information
Signed for and on behalf of: (place and date of issue): (name, function) (signature) |
A person working for the manufacturer must sign the DoC |
Technical documentation
The manufacturer must also create technical documentation. The exact files that must be included in the technical documentation depend on the applicable conformity assessment process, which in turn depends on the battery type.
Battery Instructions
The EU Batteries Regulation (EU) 2023/1542 requires that batteries be accompanied by instructions and safety information. Some battery types are also subject to specific requirements concerning instructions.
| Battery type | Instructions |
| Batteries (general) | Batteries must be accompanied by clear, understandable and readable instructions and safety information in the European languages that can be understood by the end-users. |
| Portable batteries | a. Products incorporating portable batteries shall ensure that those products are accompanied by instructions and safety information on the;
b. Instructions and that safety information shall also be available online, in the European languages that can be understood by the end-users. |
| Stationary battery energy storage systems | Instructions to mitigate identified hazards, such as fires and explosions. |
| Waste batteries | Producer responsibility organisations shall provide instructions to handle waste batteries, including risks and handling of lithium batteries. |
