What is ASTM F2413?

ASTM International developed ASTM F2413 – Standard Specification for Performance Requirements for Protective (Safety) Toe Cap Footwear. The standard covers requirements for protective toe cap footwear. It was developed to protect wearers from potential workplace dangers.

ASTM F2413 is incorporated by reference under:

a. 29 CFR Part 1910.136 – Foot protection (Occupational Safety and Health Standards)

b. 29 CFR Part 1917.94 – Foot Protection (Marine Terminals)

Though this standard does not intend to function as a manufacturing specification for protective footwear, you can refer to it in the agreements with your buyers (e.g. retailers) to indicate that the requirements regarding the footwear’s performance are met and achieved.

Which products are covered by ASTM F2413?

ASTM F2413 covers protective toe cap footwear. This kind of protective footwear is meant to protect its wearers from various potentially dangerous situations at work that could result in the employee being injured.

We cannot find more specific product examples on the ASTM F2413 page. That said, a quick search on Amazon reveals a wide range of protective footwear being marketed as ASTM F2413 compliant.

The standard does not cover the following accessories:

Is ASTM F2413 mandatory in the United States?

ASTM standards, and other types of standards, that are not incorporated by reference in regulations are generally voluntary. However, 29 CFR Parts 1910 and 1917 incorporate ASTM F2413 and ANSI Z41 – American National Standard for Personal Protection – Protective Footwear.

As such, it is mandatory in the US for importers and manufacturers of covered footwear to ensure that their products comply with the requirements of either ASTM F2413 or ANSI Z41.

Thus, unless the product complies with ANSI Z41, compliance with ASTM F2413 is mandatory.

As already mentioned, ASTM F2413 covers safety and performance requirements for protective toe cap footwear.

Requirements

The standard establishes criteria for protective footwear meant to be worn to protect the wearer from being injured by possible dangers in the workplace. The criteria include how well the footwear:

  • Performs
  • Functions
  • Fits the wearer

To comply with ASTM F2413, the protective footwear should meet safety and performance requirements such as the following:

a. The footwear’s toe area should be resistant to impact and compression

b. The footwear should be able to protect the metatarsal bones

c. The footwear should have conductive properties (these may lessen the chances of dangers that arise due to the accumulation of static electricity, and reduce the odds of unstable chemicals and explosives catching fire because of the aforementioned static electricity)

d. The footwear should have static dissipative (SD) properties (these are meant to lessen the chances of potential risks happening due to protective footwear being worn when required but having a level of resistance that is inappropriately low)

e. The footwear should have bottoms that are resistant to being punctured

f. The footwear should be resistant to being cut by a chainsaw

g. The footwear should have dielectric insulation

Lab Testing

Importers and manufacturers are often required to have their products tested to ensure that their products conform with relevant standards and regulations. This is also the case when verifying ASTM F2413 compliance.

In many cases, testing a product may be the only way to know if the product can perform the way it was designed to.

Is ASTM F2413 lab testing mandatory?

ASTM F2413 mentions that it covers testing requirements that are used to ascertain whether protective footwear and safety toe caps for protective footwear conform with requirements related to safety and performance.

The Occupational Safety and Health Administration (OSHA) incorporates by reference ASTM F2413 and ANSI Z41 in 29 CFR Parts 1910 and 1917.

Even the OSHA doesn’t mention that testing is mandatory, in practice the only way to prove compliance with at least one of the above mentioned standards might be to test the product.
